AVIATION TRAINING PROGRAM STUDENT HANDBOOK
Effective July 2004
The
following information is provided to help Yuut Yagungviat,
Inc.’s (YYC) aviation students better understand
YYC’s aviation program and flying procedures. This
document is required reading for all aviation students.
Students are responsible for knowing and applying this
information. The handbook is subject to change at any time
solely at YYC’s discretion. Advance notice to students
is not required to enact changes. Copies are available
for reference with YYC’s Administration Office.
I. INTRODUCTION
This
handbook contains important information for aviation
students and is considered essential for a student’s
success in the aviation program. The purpose of this handbook
is to clarify the rules and procedures needed to provide
aviation students with a comprehensive quality education
that prepares them for productive careers as professional
pilots and enables them to compete successfully for the
most attractive positions the aviation industry has to
offer.
II. CONTRACTOR SERVICES
The
aviation program is designed to meet the needs of students
enrolled in YYC’s aviation training program.
Yuut Yaqungviat, LLC (YYC), will provide flight training
to students. YYC operates a mix of aircraft types. Flight
operations are conducted at Bethel’s Airport.
III. STUDENT ELIGIBILITY
Students
must complete an informational application that can be
obtained from AVCP’s Education, Employment,
Training and Child Care Division prior to being eligible
for aviation training.
To be eligible to receive aviation instruction a student:
A. Must be recruited and approved by YYC;
B. Must be placed in the appropriate ground or flight
instruction course;
C. Agrees to reimburse AVCP for all costs associated
with instruction provided under this Agreement should the
student fail to complete his chosen course of study;
D. Protects, indemnifies, and saves harmless YYC from
any and all liabilities, obligations, claims, damages,
penalties, and causes of action resulting from instructional
services being performed and from any student damage to
property owned by YYC that is used in conjunction with
its activities; and
E. Must pass and maintain the appropriate medical certificate
(the minimum requirement will be a Class III physical;
however, Class II is strongly recommended).
III. COURSE REQUIREMENTS
Students may receive instruction only in courses in which
they are specifically enrolled. The requirements for each
course are detailed in the course description. The following
courses will be offered:
a. Private Pilot Certificate
i. Enrollment Requirement
Students will be referred by YYC and must possess a valid
Second Class medical certificate.
ii. Course Objectives
The student will obtain the aeronautical skill and experience
necessary to meet the requirements for a Private Pilot
Certificate.
iii. Completion Standard
The student will demonstrate through written and flight
tests, and flight and training records, that he has the
necessary aeronautical skill and experience for a Private
Pilot Certificate.
b. Instrument Rating
i. Enrollment Requirement
Students enrolling in this course must possess at least
a Private Pilot Certificate and a valid Second Class
medical certificate. The student must have accumulated
50 hours of cross-country time after the issuance of
the Private Pilot Certificate by the completion of the
course.
ii. Course Objectives
The student will obtain the aeronautical skill and experience
necessary to meet the requirements for the addition of
an Instrument Rating to the existing Private Pilot Certificate.
iii. Completion Standard
The student will demonstrate through written and flight
tests, and flight and training records, that he has the
necessary aeronautical skill and experience for the addition
of an Instrument Rating to the existing Private Pilot
Certificate.
c. Commercial Certification
i. Enrollment Requirement
Students enrolling in this course must possess a valid
First or Second Class medical certificate and a Private
Pilot Certificate with an Instrument Rating.
ii. Course Objectives
The student will obtain the aeronautical skill and knowledge
necessary to meet the requirements to be issued a Commercial
Pilot Certificate.
iii. Completion Standard
The student will demonstrate through written and flight
tests, and flight and training records, that he has the
necessary aeronautical skill and experience to be issued
a Commercial Pilot Certificate.
d. Certified Flight Instructor
i. Enrollment Requirement
Students enrolling in this course must possess a valid
First or Second Class medical certificate and a valid
Commercial Pilot Certificate. The student must be able
to read, write and converse fluently in English.
ii. Course Objectives
The student will obtain the aeronautical skill and experience
necessary to meet the requirements to be issued a Certified
Flight Instructor Certificate.
iii. Completion Standard
The student will demonstrate through written and flight
tests, and flight and training records, that he has the
necessary aeronautical skill and experience to be issued
a Certified Flight Instructor Certificate.
e. Instrument Flight Instructor
i. Enrollment Requirement
Students enrolling in this course must possess a valid
First or Second Class medical certificate and a valid
Commercial Pilot Certificate. In addition, the student
must hold a Flight Instructor Certificate.
ii. Course Objectives
The student will obtain the aeronautical skill and experience
necessary to meet the requirements to be issued a Certified
Instrument Flight Instructor Certificate.
iii. Completion Standard
The student will demonstrate through written and flight
tests, and flight and training records, that he has the
necessary aeronautical skill and experience for the addition
of an Instrument Rating to his existing Certified Flight
Instructor Certificate.
IV. FLIGHT TRAINING
Each student should expect to spend an average of 12
to 15 hours per week in flight training. The actual weekly
training time may vary based upon specific syllabus requirements,
aircraft and instructor availability, weather, and individual
student performance. Training time shall consist of flight
and simulator training, observer flights, preflight and
post-flight inspections and briefing, oral instruction
and ground training.
Each
student will thoroughly pre flight assigned aircraft
prior to the initia¬tion of each flight to determine
if the aircraft is safe and in proper operating condi¬tion.
Any deficiencies, which develop during flight, will be
recorded following the flight.
Students
may not fly as pilot in command of any flight carrying
passengers unless YYC’s instructor pilot
occupies a position with access to aircraft controls and
the flight is conducted in accordance with all applicable
federal laws and regulations.
V. INSTRUCTIONAL SERVICES
All flight training shall comply with all local and applicable
FAA rules, regulations, and requirements and local operating
procedures. YYC will provide flight instruction in an amount,
which meets or exceeds FAR Part 61 and YYC requirements.
For insurance and liability reasons, all flight time required
to meet the requirements of any course must be flown in
YYC approved aircraft.
Block
flight time prescribed for a course of instruction should
be used as a guide as to when the "average" student
should be examined and graded. If the student requires
more than three (3) hours additional flight training for
his requisite course of study, YYC shall consult with appropriate
funding agency about the student’s evaluation and
disposition.
Each student will fly, for the purpose of instruction,
only with the instructor(s) assigned by YYC. No student
will engage in a training flight unless planned with and
approved by his official flight instructor. To gain maximum
value from each lesson a student must follow a planned
program, the designated Flight Syllabus for the certificate
or rating being pursued. Each student should expect his
performance on each flight to be reviewed by his flight
instructor and should request the assignment and required
work for the next flight.
VI. FLIGHT INSTRUCTOR RESPONSIBILITY
Instructors
assigned to YYC’s flight instruction
program will not be scheduled for any other flight operations
during the hours YYC student flying is scheduled. YYC instructors
will not allow a student to start a course of instruction
until an authorization has been received from YYC. Instructors
will be responsible for the safety of the aircraft during
both solo and dual instruction. An instructor will be designated
to be on duty and available to assist the student in preflight
preparations whenever students are scheduled for flight,
including nights and weekend flights.
VII. COURSE ATTENDANCE AND PUNCTUALITY
Attendance is a factor used in determining continued eligibility
for instruction. Students are expected to attend all scheduled
ground and flight training. Students are expected to be
punctual in class attendance, submission of classroom assignments,
making flights and flight simulator scheduled events. In
the event that a student's scheduled period must be canceled
by YYC, the student shall be notified by any available
means of the cancellation whenever such cancellations occur
more than one hour before the student's scheduled flight
time.
If a student, for any reason, is unable to meet a scheduled
flight training period, the student will notify YYC as
soon as practicable (no later than twenty-four hours prior
to the flight) stating the reason(s) for the cancellation
and reschedule the lesson. In the event that a student
fails to follow this procedure, YYC may remove the student
from the flight schedule until an appropriate investigation
and counseling has taken place and YYC has been notified
of such absence.
YYC
must maintain a record of all cancellations for inclusion
as part of a student’s flight evaluation. Chronic
cancellations may result in elimination from the flight
program.
VIII. STUDENT PERFORMANCE
The
requirements for each course are detailed in the course
description. Students not completing flight syllabus requirements
but making satisfactory progress academically and in flight
training will be permitted to continue. Students not making
satisfactory flight and/or academic progress in the course
will not be allowed to enroll in the next level flight
course until all requirements are attained. If a flight
student experiences problems in a flight course, the Certified
Flight Instructor (CFI) will discuss the situation with
the YYC Manager. If the problem persists, the student will
be referred to YYC’s Manager or his designee.
The
CFI will notify YYC’s Manager or his designee
anytime a student fails any oral examination. The CFI and
YYC’s Manager or his designee will meet with the
student and determine an appropriate course of action.
Any time a student fails two oral examinations, a committee
consisting of the CFI and YYC’s Manager or his designee
will convene. The purpose of this committee is to determine
if additional action is necessary.
IX. STUDENTS THAT FALL BEHIND
If
a student falls behind his flight-training schedule,
the CFI shall notify YYC’s Manager or his designee
immediately. If the condition was caused through no fault
of the student, YYC shall make an instructor and aircraft
available for make up sessions. The student will be required
to attend these make up sessions.
X. DISCIPLINING STUDENTS
Any
student using the aircraft in an inappropriate manner
or in violation of any FAR or YYC regulations is subject
to disciplinary action or dismissal. YYC’s CFI shall
be required to immediately ground any such student and
shall notify YYC’s Manager within 24 hours of such
action. Students will be evaluated by a committee consisting
of two YYC representatives plus YYC’s Manager or
his designee. Flight activities may be suspended for the
student or students involved pending the outcome of a hearing.
The student may be disqualified from further flight instruction.
XI. STUDENT AIRCRAFT OBSERVATIONS
YYC shall provide a written procedure and form, in an
accessible location, for students to enter minor or major
complaints or observations concerning an aircraft's condition.
These forms will be retained for a period of thirty (30)
days and shall be available for inspection by YYC and students
at all times (YYC Aircraft Technical Logbook). If a student
refuses to fly an aircraft because of the condition of
the aircraft, an inspection will be made by an authorized
YYC representative. The representative may assign the aircraft
to another student if he finds, after due diligence, the
aircraft to be airworthy.
XII. AIRCRAFT OCCUPANTS
Occupants on training flights will be restricted to the
assigned instructor pilot and the student or students receiving
training. Approved observers, which are limited to students
who are enrolled in the same flight course of instruction
for which the training session is being flown, may be aboard
dual instructional flights if the flight is in accordance
with an approved syllabus.
Exceptions
on dual instructional flights can be made only with specific
prior written permission from YYC’s
Manager or his designee. All requests to have an additional
observer accompany a flight must be filed in writing through
YYC. The request must be approved in writing by all involved
parties including YYC, and the observer and shall be noted
in the student's flight records prior to flight. All flights
other than dual instructional flights will be flown with
the student as sole occupant on the aircraft. No passengers
shall be permitted aboard these training flights.
XIII. ACCIDENT AND INCIDENT REPORTS
All accidents or incidents in any way involving YYC students
must be reported immediately and must be followed by a
written report to the Manager within twenty-four (24) hours
of the accident or incident. The written report will be
treated in a confidential manner and will be used by YYC
in its continuous evaluation of program training and safety.
Accidents
are defined as those occurrences where an aircraft in
use by YYC’s students is damaged or damages another
aircraft requiring it to be grounded for any period of
time, damages a vehicle or structure causing it to require
repair, or any injury to or caused by a student of YYC.
Incidents are defined as any occurrence of a lesser nature
than an accident or a potential occurrence that might have
led to an accident. Examples of incidents in the air or
on the ground are a near miss, poor judgment, unsafe practices
or techniques, engine failure, etc.
XIV. INSTRUCTOR ENDORSEMENTS TO TAKE FAA WRITTEN EXAMINATIONS
AND FLIGHT TESTS
Designated
flight examiners selected to give flight checks to students
must be approved in advance by YYC’s
Manager or his designee. Students must receive endorse¬ments
to take FAA Knowledge Examinations from an instructor prior
to taking the examination. A copy of all FAA FAR Part 61
completion certificates will be retained by YYC’s
Aviation program. No CFI flight check rides will be taken
with an FAA inspector until the candidate is cleared by
YYC’s Manager or his designated representative.
XV. FAA KNOWLEDGE EXAMINATIONS
Students
will take the FAA Knowledge Examinations at a computerized
testing center. In order to take an examination,
students must have the proper endorsement and identification
(driver's license, birth certifi¬cate, or passport).
The student will need to contact the computerized testing
center for the examination fee. Students may be required
to take applicable exams as part of course requirements.
XVI. MEDICAL EXAMINATIONS
Student
pilots are required to have the appropriate flight physical
examination by an FAA approved Aviation Medical
Examiner (AME) before solo flight. Students are advised
to take a second class flight physical to assist in determining
career objec¬tives. Many pilot positions are open to
persons who wear glasses and waivers on certain physical
limitations may be obtained. It is suggested that the student
take the physical prior to enrolling in the program. YYC
shall confirm that appropriate medical certificates, pilot
certificates, releases, and prerequisites necessary for
the satisfactory completion of the flight lesson are evident.
XVII. STUDENT OWNED OR OPERATED AIRCRAFT
No student owned or operated aircraft will be used to
accomplish requirements for these courses. Flight training
may only be conducted in YYC approved aircraft.
XVIII. SAFETY
Safety
is paramount. Student should not be pressured into flying
beyond their capabilities. All students will exercise
the utmost caution and safety at all times. Students are
expected to use mature judgment at all times. YYC’s
safety and operating procedures and practices along with
additional restrictions imposed by YYC will be discussed
in the flight safety (seminar) classes.
XIX. GROUNDED AIRCRAFT
A student is not authorized to accept an aircraft, which has been grounded
until a designated YYC flight instructor has released the aircraft.
XX. STUDENT HEALTH
All
students should follow rigid rules for personal health
and habits. Stu¬dents should not fly if physical condition
is questionable due to illness, taking medication, or personal
problems.
XXI. FACILITIES
YYC will furnish flight-briefing areas and flight-planning facilities with
appropriate professional atmosphere for student use.
XXII. SIMULATORS
Flight training devices (flight simulators) will be provided
by YYC to meet course needs. YYC personnel shall recognize
and incorporate the use of the simulators in the curriculum.
XXIII. INSURANCE
For insurance/liability reasons, all flight time required
to meet the requirements course must be flown in YYC approved
contractor aircraft. Students are encouraged to purchase
additional insurance as YYC is not responsible for any
liabilities, obligations, claims, damages, penalties, and
causes of action resulting from flight training and from
any damage to property or equipment owned by YYC that is
used in conjunction with its activities and that may be
housed in YYC owned or leased property.
XXIV. TRANSPORTATION
Transportation
for students to the place of flight instruction and return
shall be a matter of individual student’s
responsibility. At¬tempts should be made to schedule
flights at times other students (with transporta¬tion)
are flying if the student does not have a car.
XXV. STUDENT INTERNSHIPS AND PART-TIME EMPLOYMENT
Students are encouraged to apply for internships and part-time
employment with commercial airlines located in Bethel.
Internships and part-time employment are generally very
helpful in securing employment after graduation.
XXVI. DRUG AND ALCOHOL POLICY
Students
agree to comply with YYC’s Drug and Alcohol
Free Workplace Policy.
